Noyes, Hall & Allen: A History of Paying Attention to Client Needs
On June 15, 2006 Blake, Hall & Allen merged with the Noyes and Chapman agency. The result is more than the coming together of two companies and is greater than the sum of its individual parts. It is a unification of two like-minded business philosophies. Both companies are independent insurance agencies characterized by high levels of personalized service to their clients. The merger is also a professional reunion of father and son, and is part of a long-term succession business plan of the Noyes family. Over the past 40years, Ted Noyes, co-owner of Noyes & Chapman and his son, Tom Noyes, an owner of Blake, Hall & Allen have built successful agencies in their own right. Together, they share a rich family history of paying attention to the needs of their policyholders in their respective agencies. Now, they have gathered their collective talents and experience under on roof. In keeping with their plan, Tom Noyes assumed the role as president of the newly merged agency - Noyes Hall, & Allen.
The Noyes, Hall & Allen name honors the Noyes & Chapman brand, the Noyes family name, and Ron Hall, who helped build the Noyes and Chapman agency over the past 30 years. Founded in 1945 by Edward D. Noyes, Jr. and Lawrence D. Chapman, Noyes & Chapman served the personal and commercial needs of the Greater Portland community for more than 60 years. In 1986, Edward D. Noyes, III purchased Lawrence D. Chapman’s interest in the firm. In 1976 Ronald C. Hall joined the firm and was elected Vice President in 1979. The company specialized in Personal Lines Accounts, small to mid-size Commercial Lines Accounts and Professional Liability programs for Health Care Providers and other professionals.

In 1933, E. Lester Blake and Clarence Hamilton formed a partnership operating as Blake and Hamilton, located in a small office at 10 Cottage Road. Lester’s son, Harold, purchased the agency in 1958, along with Reginald Hall. Two years later, the new partners purchased one of the oldest buildings in South Portland, a three family dwelling located at 22 Cottage Road, directly across from City Hall. The company continued to expand, buying the Sprague Insurance Agency of Portland and incorporating under the name of Blake, Hall & Sprague.
Sprague retired in 1960, and Blake left the firm in 1967. Under the leadership of its new President, Reginald Hall, together with new principals, James Doughty and Roger Legere, the agency grew rapidly, purchasing two other local agencies, the Collins Insurance Agency of Scarborough and the Helen Lawrence Agency in Naples. Doughty retired in 1984, and Legere in 1991. Roger's son, Don, joined the agency in May 1987, remaining until 2004. Robert O'Brien joined the agency upon Reggie Hall's retirement in October 1994.
During the1970’s, Bill Soule and Leone (Lee) Allen formed Soule Allen Insurance. Their first office was at 10 Cottage Road Blake, Hall & Sprague’s old location. As the agency grew, history repeated itself, as Soule Allen moved to Blake, Hall’s former space at 22 Cottage Road in 1978.
The Blake, Hall & Allen Insurance name was derived in 2004 from the combination of South Portland's oldest and largest independent insurance agencies, Blake, Hall & Sprague and Soule Allen Insurance. Soule Allen had joined forces with Blake, Hall & Sprague in 2002 at the 170 Ocean Street location after 30 years as neighbors providing a similar service to the community. Bill Soule continues to serve his clients from his office at 170 Ocean St.
Like the most recent merger, the two agencies then shared much in common: company representation, proximity, and a commitment to personal and professional service. Today, Noyes, Hall & Allen utilizes its increased size, resources and insurance company access to offer greater flexibility in helping clients to find the right protection for their needs.
